Admissions Appeal with extenuating circumstance?

Hello, first time posting here. I was wondering if anyone had any experience with sending an admissions appeal to a CSU college with an extenuating circumstance.

My situation at the moment is that my admittance was cancelled because some of my 60 credits did not count for transfer apparently, so i am at 49 currently.
I feel I was mislead by my counselor+the CSU office when I called about transferring, firstly given non-transferable classes to take, and secondly being told I only need to completely my 4 core classes to transfer with my current situation.
My extenuating circumstance is that I physically am unable to commute to community college anymore because of a medication condition I developed, and can no longer continue my education there normally, hence contacting the CSU and being told I only need my core classes.
I’ve sent an email for an appeal detailing these things but I seem to be getting a repeat response about taking summer classes to make up the rest of my credits, which would be possible if I wasn’t physically handicapped. They didn’t even acknowledge it…I feel like I am being punished when I just followed what I was told to do through my counselors. Any thoughts?
