At what time of day do most schools with rolling decision send out decisions? Could they become available online at any point in the day or night? Or is it only during office hours of the university?

C’mon. Who is to know this? It’s an administrative practice that each office has in place. Do you think it’s common knowledge or that people track those kind of things?

I don’t think that info exists.

Some schools have their systems send out informaiton at 12:01am (one of my D’s schools) and other (some Ivies) have been known to post at 5pm, and others sprinkle it out over days starting in mid-March or later. If you are desperate to know, you can go to the specific college forum on CC and look at the accepted students thread, and note the time the earliest RD acceptances or rejects were posted. To do this, you may have to search back a full year.

I understand your interest in this topic … knowing what time to start worrying can alleviate you wasting a whole day continually checking. This is an important decision and your whole HS life up to this point seems to depend on this answers. Make sure you think through ahead of time what your options are if you get accepted, waitlisted, or denied. Good luck to you!
