Mal this is not a flow chart but I looked up one of my old subscribed threads. Be sure to read it through to the end and note the comments by Kafkareborn and White_rabbit. They give you a feel for the process.

Well, Mal, your own quite humorous posts led me to my very first post on cc. I never said you were dumb; I was wondering if your intellectual curiosity would lead you to check the link anyways to prove your hypothesis. ;)

Big Piles of Paper Stacked
Each regional representative takes his/her stack and "shuffles"
Said representative scans for the aces, royal cards, and maybe his/her lucky number
Said choice cards are played war-like--losing cards burst into green flames and teleport to the ministry of rejection letters.
Winning cards go to the high-stakes poker table, where said representative tries to play his/her choice cards by bluff or merit.
At the one-hour break, two disagreeing representatives fight (cordially and verbally) in a staircase over their gridlock at the table.
They return to the table, only to find that decisions were made without them.
With all decisions done, the committee tries to build pyramid with the "accepted cards," which takes about the whole month of march--but they have plenty of time...
Come March 31, they quickly knock down the pyramid and hastily choose a few cards at random for the waitlist; they scribble something personal and inviting on the rest and send them off...
