<p>Agreed, which is why the hard-and-fast “nothing OOS” makes so little sense.</p>

<p>And, really, why the OP’s “I want to go out of state” is hard to understand. (I think he may mean “I want to be at least 300 miles away from home” or “I want to be at a school with no more than a handful of students from my home town.”)</p>
