I just Finished my Sophomore year of college with a 3.8 GPA. My university is not that reputed, but my goal is to get into top graduate schools (Like CMU, UC Berkeley, Stanford) for Computer Science. So will a 3.8 GPA be considered good?
You need to take that question to the head of your department at your own university. They know which graduate programs have admitted their students in recent years, and they will be able to evaluate you as a potential candidate.

In either case, you need to not only have a good GPA but also have meaningful research experience. This serves two purposes: (1) that you know what research is about and you can show some outcomes, and (2) that you can get a strong reference letter from a faculty member that knows you well from the research work you have done (hopefully well) with them.
