Am I doomed with a 3.3 GPA?

I’m currently at the tail-end of my junior year in high-school.
I currently have a cumulative GPA of 3.3, having recovered from an absolutely terrible freshman year.
This year, I’m in a program where I go to a different school for 3 periods to learn CTE skills based on a certain trade (I chose Animation this semester, last semester was Game Design with credits applicable to Math as well as CTE). Due to this, I only have 3 periods of regular high school and have only taken one AP class (AP Lang). I completed Algebra II last year and plan to do financial math for Senior year, since my school requires senior math which I’m absolutely horrid at (not to mention schools don’t look at Senior year, generally).
This year, I volunteered at the Shriners’ Childrens’ Hospital Haunted House and put many hours into acting, makeup, and set construction for both fall and winter seasons and plan to do it again next year.
However, due to some personal issues and moving around a lot, I haven’t really taken extracirriculars or have done sports (I’ve admittedly never been an athlete). This year I got involved with my school’s GSA, but that’s the only club I’ve done.
I hear about how most kids take on many sports and extracurricular responsibilities and are STILL worried, even with a 3.5 or higher GPA.
I know I’m probably too late to fix anything, but I just want to know if I even have a shot at college at this point. I feel like my 3.3 is dismal- I should’ve taken extra classes, or done something like Running Start, I should’ve joined clubs and sports. Am I doomed? Are any schools even going to CONSIDER me? What can I do to fix this? I can’t raise my GPA much more due to my classes all being at A’s at the moment… I’m just stuck with a 3.3 due to my stupid choices in freshman year.
