America or Europe for pre-med?(Chinese International student)

I have a friend who is planning medical school as his future.
right now he is choosing between Hampshire College and Jacobs Univ Bremen(in Bremen, Germany)for his undergrad
I had heard that international students, even if they had completed their undergrad works in US institutions, don't have much of a chance getting into Med schools? And there are absolutely no chance for financial aid?
If my friend does not have permanent residence and needs financial aid, is going to US in pursue for a medical career a right choice?

Also I had heard that American Med schools and Cambridge and Oxford etc does not admit applicants from non-local institutions, so if my friend chose Jacobs Univ(which has a very strong program in biochemistry and Cell biology), where could he go after graduation to pursue a medical career? Is it a good choice to get a doctor's licence in Germany? Does America accept doctors from Germany?

I would really appreciate it if you guys could give my friend some advice...he got rejected from Hampshire and last week got a letter informing that his admissions choice had been changed to admit...ohhh Hampshire seems a little bit desperate this year...

1) There are only a small number of US medical schools that will admit international students.

2) Of those that do admit internationals, only a handful offer need based FA to internationals.

Here’s a list of the admission policies for international students for all US med schools

[NAAHP: Medical School Admission Policies Towards Non-U.S. Citizens](<a href=“Home - NAAHP”>Home - NAAHP)

A few schools will consider internationals for merit aid, but again there aren’t many.

3) All US medical schools require that applicants complete at least 2 years of undergrad at an accredited US or Canadian college or university. All science pre-reqs must completed at a US or Canada college or university.

4) Graduates of foreign medical programs must undergo a licensing process that’s overseen by the ECFMG.

[ECFMG | Educational Commission for Foreign Medical Graduates](http://www.ecfmg.org/)

Basically, once a foreign medical graduate completes his professional medical degree, he must take and pass the 3 US medical licensing exams and apply for a US residency program. USMLE pass rates vary widely among foreign medical schools. Qualified FMGs are the last to be placed into US residencies (All US med grads get placed first.)
