At ASU, WUE programs are limited to select majors at the Downtown Phoenix, Polytechnic and West campuses.

Drop ASU from the list - it’ll be very expensive and Arizona has cut funding for “regular” (non Barrett) students so that the situation for “regular” students is very sink-or-swim. In short, not good value.

Sonoma and Chico are possibilities (apply respectively to Hutchins and Honors to have a core group of friends).
UC Merced may be a possibility.

You may have a better shot at IUPUI than IU. Not sure either will be affordable.

Southern Oregon is a great possibility.
Portland state is mostly computer, lots of adult students, average age is 27, so not a good pick for an OOS student.
WWU is a reach but not impossible and it’s a great school.

What’s your EFC?
Do you qualify for Cal Grants? Pell?
You can borrow 5.5k for freshman year. The rest would have to be taken by your parents on your behalf and you really don’t want to do that to them.

Right now, with your savings and loans, you can attend a college for 20k a year. If your parents can pitch in from their income it’d help too.
Your best bet is to stay in California if you qualify for Cal grants.

You can also run the NPC on Linfield college, Lewis and Clark (reach), Cal Lutheran, Pacific Lutheran, st Mary’s of California, Westminster Utah. If you’re open to the Midwest, run the NPC on Nebraska Wesleyan, Bradley, Millikin, Elmhurst, Augustana Illinois, Concordia Moorhead, Hiram.
Elizabethtown and Earlham would be possible reaches.
