Any unhooked ORM get accepted to T30 or 20
I’m talking no legacy, first gen, URM, low income or QB.

For the colleges you mention, it should be assumed that, regardless of whether test scores are submitted, the basic academic stats of any unhooked admitted student will include 4.0 or very close to it HS GPA in hard courses (including several advanced level (AP, IB HL, college, etc.) courses if available). This is likely the case even for most hooked students (except maybe the most important development or recruited athlete students).
The differences that matter among the high stats applicants will be in the more subjectively assessed aspects of the application, rather than those that are easily converted to stats.

Are you saying that some test-optional unhooked (ORM or otherwise) students got admitted without top-end HS record stats? Perhaps there may be a few, but not so many that someone without a top-end HS record stats should assume that they have a typical chance of admission to a “T30” college.
Except for those with the biggest hooks (the more important development and recruited athlete applicants), applicants to “T30” colleges should assume that top-end HS record stats are necessary but not sufficient for admission.
No Im saying test optional only serves low income, first gen, legacy, QB, URM
