This search took about 3 minutes. There are still a LOT of programs open.

How will the student be able to solicit and send recommendations and the required materials in a week?

Go talk to your teachers and counselor tomorrow before school. Explain that you weren't accepted to your summer program and just found these other programs, the deadline is next week, you really want to go and would they please write you a letter. Apologize for the late notice and beg.

They can usually write one letter and use it for all your apps. Summer programs understand that teachers are busy. If there is a form that must be filled out (they're usually short), give it to the teacher and ask them to seal everything in an envelope and write their name across the seal. You can generally send all that stuff in a large envelope with your application.

You should also give the teachers/GC everything they will need to write your rec - an envelope, any forms, a copy of your resume with your grades and test scores included, and maybe a short letter from you explaining what the program is and the criteria used to select attendees (you can download and highlight pertinent parts of the brochure/website/etc. so they'll know what to talk about in their rec. In your letter be sure and tell them when you need their rec so you can get it all in the mail to meet the deadline. You may have to spend some money and use an overnight service if the deadline is looming.

You may have to pay for transcripts if they're required, so take money to school with you.
