Apparently, there's this thing called AP State Scholar. They (the College Board) choose(s) one guy and one girl who have taken the most APs/received the most number of 5s from each state. Just curious... what exactly are the criteria for choosing AP state scholars? How many APs have scholars generally taken in the past?

AP State Scholar is awarded to one male and one female in each state and DC with grades of 3 or higher on the greatest number of AP exams. If two are tied, it goes to the person with the highest average grade, which must be at least 3.5.

The average number of exams varies widely from one state to another.
