A friend of mine told me that a Yale admissions officer told him that they expect to see AP tests when students take AP classes and that it could potentially be held against a student if he/she does not submit them. A Cornell admissions officer told me that they could care less whether a student submits AP tests. I have had a total of 6 ap classes so far (junior year) but only taken 2 AP tests because its cheaper for me to buy my credits through a local college. Does anybody know UPenn’s policy regarding the submission of AP tests with AP classes?
Reposting scores is optional on the application. You can report any/some/all. The scores are mainly used for placement/credit.
Now whether an individual AO (not specific to Penn) will wonder why you did not take the test is something none of us can answer, but I have known cases where the AO has contacted the GC or student to ask for an explanation.
Just be aware that if you get into Penn, you will not get credit for these. Depending on the subject, department may offer its own placement/credit exam.

Stanford also does not require AP scores. Rule of thumb is send it if it is high, not send if it is bad
