<p>i think what happens is that you are given an opportunity to provide additional and relevant information. usually, it is this info that swings the appeal case in favor of admit. they do reread every application and read anything you have provided. however, only appeals that provide significant information (maybe a significant event in the family, a bad accident, etc.) that is not on the original application have a chance to have their decisions changed. my suggestion is to not waste the time of berkeley admissions officers if you are just unsatisfied with your decision. if no new significant information is provided, don't spend the time.</p>
