Application is complete - does this include fee waiver?

<p>If Princeton sent me an e-mail stating that my application is complete, does this mean that they accepted my fee waiver?</p>

<p>I checked "Other Fee Waiver" for QuestBridge Finalist, but I'm not sure if I had to send a counselor letter.</p>
