If I state on my application that I am going to apply for federal aid, but then I change my mind and decide not to fill out the form, will that affect my cahnces at all? Are they gonna be happy that they don't have to give me any money or are they gonna think I'm irresponsible for not filling it out?

Georgetown practices "need-blind" admissions so whatever you decide to do about your financial aid won't change your chances. I'd suggest applying anyway though unless you're a millionaire.
