Am I supposed to receive a letter that says all of my application materials are in? I was looking through the other threads and saw someone mention this. I applied for early action through the common app almost 3 weeks ago and I have not received a letter saying my application is ready to be reviewed. Does it usually take more than 3 weeks or should I be worried?

Its your responsibility to verify that all of the documents are received by admissions. No college will send you a letter saying that they received everything (thats why they are colleges, not kindergartens ). Email the adcoms.

I recieved a letter saying that all of my material was in (though that ended up not being the case, so I would just double check with a quick e-mail). As for how long it took, it didn’t take three weeks. It took about a month to get my acceptance letter, but I applied Early Decision which doesn’t have quite as long of a waiting period. I would send whoever you have been communicating with an e-mail, if only for peace of mind.
