Is it still possible to apply to the CSUs whose deadline passed on Nov 30? Or is it too late? Schools like Fullerton, long beach, etc.

CSU’s do have not “priority deadlines”. Although if you look at the link above, there are some campuses that are accepting Freshman applicants for certain majors.
Some of the non-impacted campuses are still accepting applications.
Channel Islands for example has extended their deadline to Dec 15 for all majors except Nursing.
Although the CSU’s call their Oct 1- Nov 30 application deadline, a “priority deadline”, in reality it is actually the true deadline for almost all the campuses. The non-impacted campuses will extend their deadlines longer, so you should look up which ones you can still apply. Also check each schools website for the deadline information, but since Long Beach and Fullerton are impacted campuses, their deadline would have been November 30.
