Is it really that bad for an out-of-stater to send in an application in, say, early November? I am applying early decision to another school, so I have been spending the bulk of my time on that school's application, but Michigan is probably my second choice, and it seems like if I want to get in, I should have already applied...I wasn't aware of how early so many people send their apps in...do I still stand a decent chance? Just for reference, I have a 1550 SAT score and rank 22 out of 655 in my class.

You obviously have a very good chance of getting in, even if you apply in November. Applying after mid-October will hurt you a little, but your scores and credentials are stratospheric, so I don't think your applying relatively late is going to weigh you down too much.
