The first sentence makes me think that to enter a CED major, you have to start it freshman year or you can’t switch in, but the second part completely contradicts that. Is it that this is a new-ish program and only the classes of 2015-2019 can switch in, or am I confused because I don’t understand what they mean by “the college.” Is it saying that whenever you apply for the college, freshman or not, you have to choose a major?
“College” here means College of Environmental Design, or CED.

If you apply to UCB CED as a freshman, you have to declare a major.

If you currently matriculate at UCB, and your major does not belong to CED (say, EECS), you can apply to change your major to one in CED. Of course you have to meets the requirements.
The point is not to make your life more difficult, @piant1.
If you were the person who is running CED, would you like to know approximately how many applicants there are for each major so you can plan accordingly? People may drop out, may change majors, … but having some data is better than having no data. Even so, in the planning, they certainly include statistics on those variables.
But I guess I’m wondering why I need to declare a major for this college while applying when other colleges like LS declaring a major isn’t until the 4th term?
