Applying undecided at Penn State University Park

Hey, so I know this topic has been discussed a lot, but I just want one singular answer. I am planning to apply to Penn State university park for the class of 2022 and I want to study industrial engineering. I currently have a 3.1 unweighted gpa and a 32 ACT. I have taken 5 AP classes and the rest honors and plan on taking 3 more AP classes next year. I know that my current stats are likely not good enough to get into the college of engineering, so i plan on applying undecided and transferring into industrial engineering after 2 years. My question is are there any difficulties in transferring in or limits on how many people can transfer into the college of engineering per year? Also are there any advantages to being admitted right into the college of engineering rather than going in undecided?

The only limits are the same for everyone. Most engineering majors are enrollment controlled, which means you are guaranteed a spot if you achieve the required GPA and a C or better in each of the listed classes: https://advising.psu.edu/entrance-major-requirements-college-engineering-2017 Students in the engineering college have to apply this way too. Nobody’s in their major until late sophomore year.
