I am a student from India seeking for undergraduate in the United States. I would like to know answer for this question. The guidelines in the Common Application neither mentioned that international students are eligible for fee waiver or not. In the points (specified by the Common App), i meet this

My annual income falls within the Income Eligibility Guidelines set by USDA Food and Nutrition Service. I doubt, whether it is concerned about international students.

different universities have different rules for fee waiver system.
For example, Rice doesn’t offer fee waiver to internationals. Only for US citizens. So, you might want to check that.

i am not sure about that. as international living standard is pretty different. for example, living cost in Harare will be much less than that of NYC. But there is an option, your counselor can send a FW letter.

I am not sure if this will effect admission decision. I would like to hear this answer from experience people. As I am thinking about applying to some schools with fee waiver.

Contact each of the places that you hope to get a fee waiver from, and ask for one. They will tell you what their criteria are for awarding waivers. Some places basically give them to anyone who asks, others require some kind of documentation.

The best way to find out is to contact the universities themselves. Sometimes all you need is a letter from a school official to prove that the application fee would be an unreasonable expense for your family.

That means, do i have to mail a letter written by my principal regarding the fee waiver (i don’t have a counselor) to the respective admission office email?

Also, are there any additional documents, i need to submit apart from the principal letter?
