Are Ivy-league transfers Need-Blind?

Which ivy league schools are NOT need-blind for transfers? Is it a notable disadvantage to require financial aid? All information, including anecdotal welcome!

All transfer applicants will be admitted to Brown on a need-aware basis starting for the 2005-2006 academic year. Need aware means that financial need will be taken into account in making the admission decision. Financial assistance is available on a limited basis to assist transfer students, who enter fall 2005 or later, in covering the cost of a Brown education.

University Scholarship is NOT available to assist transfer students in covering the cost of a Brown education. Transfer students will only be awarded those federal/state grants and loans for which they qualify. Consequently, transfer students should not rely on scholarship assistance in planning to cover the cost of attending Brown University.

only Brown is need-aware? The rest are need-blind?

what does that exactly mean? if you apply to brown with FA your chances are even smaller than they would be otherwise? which, based on their extremely low acceptance rate, means FA = rejection?
