I assume you are talking about public universities.
The only three public universities that I know of that meet full need for both instate and OOS residents are UVA, UNC, and the University of Michigan ( I believe income must be under a certain amount for UM). Keep in mind that their definition of need may not match your definition of need. Also keep in mind that acceptance as an OOS student is quite competitive. Take a look at the net price calculators for the schools you are interested in.

There are times an OOS student might get full need met at a public college but only the 3 above mentioned have a guarantee in place
Yes, I forgot UNC…and they also provide loan free packages for families earning less than poverty level (around $45K or so).
The trick with these three schools is getting in, as UVA, UMich and UNC Chapel Hill OOS acceptance rates are all sub 20%.
They also consider legacy in admissions, which would be a disadvantage for you if you do not have parents who are alumni of those schools.
^^^Absolutely, good point. And of course a not-insignificant percentage of OOS students at all 3 of those schools are recruited athletes.
If a school that meets need requires the CSS Profile that means you probably have to include your dad’s income. Cast a wide net and be sure to include a couple safeties. The college you can commute to from home would be a great addition to your list.
You really need to sit with your mom and figure out your budget. The $2k/year from your mom and grandma plus the ~$5500/year federal student loan and ~$3k from summer work earnings gives you a max of ~$10k/year. If you’re eligible for a federal Pell Grant it could be as much as ~$16k (the maximum Pell for next year is ~$6k). That would probably cover room and board. A 4.0 W. GPA and 1280 SAT is pretty good, but I don’t know if it’s enough to get merit aid anywhere or to get you into a school that meets need. There was lots of good advice on your other thread. I hope you follow it.
