I already transferred once, and I hate the school I transferred to. But the only way I can afford to transfer again is if I can get some help from the school to pay for the rest of my education. Are there any schools in particular that offer good financial aid packages or scholarships for transfer students?

Aid is hard to come by for transfers. You need excellent grades and recommendations in order to be admitted to a place that offers good need-based aid. You also need those in order to get merit-based aid.
In-state public universities may give good aid to in-state transfer students, if they give good financial aid generally to in-state students. But if you are in Pennsylvania, that is not the case, since the Pennsylvania public universities’ in-state financial aid is not good to begin with.
Some private schools have good financial aid, but they tend to be among the most selective ones, and they are typically even more selective for transfers.
Merit scholarships for transfer exist, but are far fewer than for frosh.
