Which colleges have good finantial aid for transfer students?

<p>I'm an engineering major. I went to college in Indiana University of Pennsylvania (IUP) for two years and got straight A's. Then I transferred because a. that school doesn't have engineering, b. I was out of money, c. I didn't like it (but whatever, at least I got straight A's). I am a U.S. citizen, but since I grew up in Israel, I'm not a resident of any specific state. I didn't have much money, and going "in state" for me was going back to Israel, so I transferred to the Technion which is Israel's top engineering school (out of about 4 schools). I had a dreadful experience there, and quit after a semester and a half. I really want to go back to a college in the States, but have practically no money. Is there any college where I could get a full scholarship to finish my engineering degree?</p>

<p>In case any of this is relevant, I have four semesters of straight A's at IUP, I had a ten week paid internship at Argonne National Lab, and at the Technion I got not so good grades (3 low B's, a D and an F). I am very focused and sure about the field I want to work in (renewable energy technologies).</p>

<p>In-state publics may give transfers financial aid on the same basis as they do frosh, but not having state residency anywhere may mean poor financial aid at state universities (and Pennylvania publics give poor financial aid even to their in-state students).</p>

<p>For private schools, you have to dig around to see if their financial aid policies differ between frosh and transfer students. Some are less generous to transfer students (and some of the generally good financial aid schools admit very few transfer students at all).</p>
