Are There Colleges That Base Their Decision On Financial Need?

Hi all, thanx for going the extra mile by clicking this link
My family is not very well-off (under $20,000 per year)

I am ranked 47th out of 742 right now. (i'm a rising senior)

My UW gpa is 3.683, and my W gpa is 4.53 (we have a weird gpa system)

It's just my freshman year gpa. I had trouble realizing my identity as a korean. plus, i had never taken gifted or accelerated courses before.

Freshman GPA - 3.33
Rest 3.83

my ACT is 33 (34 Math 34 Science 34 Reading 31 English)

SAT II's - 780 World History
- 760 Math IIC
- 750 Physics

AP's - 5 Physics B
- 4 U.S. History

PSAT - commended Scholar - sent it to U of C and Northwestern.

I came from Korea in 2001, and i did not speak english, but I was able to get out of ESL by sheer will (im not trying to brag. just trying to give you guys an accurate picture.)

I have taken the hardest courses possible.

I have qualified for state for math team.

I was a captain of the JV.

300 hours of volunteering at a local hospital (i want to become a doctor)
member of NHS
Tae kwon do (9th - 10th - permanently injured my left foot so i can't do it anymore)

Had an essay published in a national competition

I'm in school band - don't even take lessons but i am 4th chair out of 10 kids in the top band that is one of the best symphonic band within our size.

Will try to do IMEA

Did JV Golf for a year - never took lessons - taugh myself

Won Viking Pride Award - to those who exhibit exceptional academic efforts
must be nominated. This one means so much to me. I was basically labeled a lazy and stupid kid (not true!!!) in freshman year by ppl who didn't know i was new in U.S.

One note about this - i was nominated by my world history teacher who graduated from Princeton and U of Chicago whom i had in freshman and junior year (ap world history)

I had to tutor my way through high school
Science/math even english recently
I have tutored once or twice a week in school year and everyday in summer.

I want to go to one of the top schools, but i can't pay $45,000
My schools are:
U of Illinois
U of Wisconsin
Purdue
Loyola

U of C
Northwestern
U of Michigan
Cornell

Johns Hopkins
Carnegie Mellon
Harvard (^^)
Stanford
Wash U
Princeton

I know most schools don't look at one's financial situation unless the student is an international. But I am hoping there is ONE colllege that considers the financial ability of applicants.
Also, it would be greatly appreciated if you could chance me for those colleges.

p.s. about the match, reach, safety thing. is a college considered a safety if there is a 80% chance or higher to get in and 50% chance for match?
