I have heard that if you are an out-of-stater paying oos tuition, by junior year you will be able to pay in-state tuition. Can anybody verify this?

Only true if you are financially independent.

And to be financially independent my parents have to stop claiming me on their income tax, correct?

Nope. You have to be legally disconnected from them via abandonment or physical abuses.

To be financially independent, you must show enough income to support yourself, including your current OOS tuition, and living costs. Or, your parents could move here. Or you could just continue paying extra money into Sacramento – ‘there IS one born every minute.’ ;)
