I don't have many extracurriculars, I've got lot's of community service and I'm in some clubs, but that's about it. I like art and I've taken a lot of art classes. Does art count as an EC? If not, what can I do to make it into one?

Yes, art counts, and some places will look at your portfolio. Another idea: How about combining your art and community service? Teaching or leading art projects for kids or seniors or some other group you work with? Starting a mural project with kids or with friends for some public place? Colleges are not looking for tons of different ecs as much as they are commitment to one or two and a pattern that shows real passion.

what if your art sucks?

You could try volunteering at your local art gallery? I know, it's difficult, but sometimes applications let you list if you've been taking outside classes for a long time (like the UC one)
