Nobody on this forum can give you an accurate answer, since nobody here works for Penn’s admissions office. If I had to speculate, I would answer that Penn wants a diverse class, and this goes far beyond skin color. You need to stand out and show that you can add diversity to Penn’s campus. For some people, this is through their extracurriculars. If you participate in a lot of extracurricular activities that other students do, you’ll need to stand out in some other way.
That’s probably the best answer I can give. Look, you were dealt a certain hand, and you can’t change that. I don’t really see what good asking this question can do for you. Why don’t you work on improving yourself as much as possible via extracurricular enrichment? This way, not only will you have a better chance of getting into Penn, you’ll be a happier and more fulfilled person regardless of where you go to college.

While I have not seen the numbers recently, I believe that Penn has the highest percentage of Asian students in the Ivy League.
