im currently a junior at one of the best high schools in california. do colleges consider the difficulty of the school you go to?

Yes, the colleges do you a school profile and they do take into consideration the competitiveness of your HS but with the UC’s especially GPA is king. Your SAT is within range for all the schools on your list but your GPA will be difficult to overcome. Much will depend upon your intended major.
SDSU and SLO will admit based on GPA and test scores. SLO does consider 9th grades in their GPA calculation while the rest of the Cal states and UC’s will consider 10-11th grades only for their GPA calculation. I would plug in your grades at the end of Junior year to see where you stand.

EI= (CSU/UC capped weighted GPA x800) + (SAT Math + EBRW)
In the past, a 4100 EI could make you a competitive applicant but this year I have a feeling that a 4200+ may be needed.
SLO admits by MCA points and majors. Here is information on how to calculate your MCA points. Your intended major will have a huge impact on your chances since the acceptance rate for majors at SLO is broad. CS is around 5-7% while some majors like Dairy Science/Bioresource Engineering/Soil Science can be around 90%.
