I want to transfer to U of I urbana champaign... but the thing is

Im a sophomore at a community college right now, and I have a 3.1 GPA currently, and if i get a 4.0 this semester i will be bumped up to a 3.4. I want to attend U of I urbana champaign starting my junior year, what are my chances?

I also failed a class my first semester, and was put on academic probation. But the very next semester i got a 3.5 and retook the failed class and got a B.

I didnt do so well in high school.... 21 ACT and 2.2 GPA

I plan to major in cellular and molecular biology.

BUT.... i did VERY bad in high school..... 21 act and a 2.2 GPA, i just didnt have my priorities straight... but im trying to catch up academically. I live in Illinois also.

Not very likely. They require the HS and College transcripts of all transfer applicants.

I have heard that for incoming junior transfers, highschool is not considered that much any more. Am i wrong?

[University of Illinois: Student Enrollment Reports](Student Enrollment)
Click on the Common Data Set link at the bottom of the page. Look in Section D5. HS Transcript required of ALL students.

Does this eliminate my chances then? I understand that all transfers must give high school transcripts, but are they regarded as heavily as my college transcript? Do you think i would still have a fair shot?

HS transcripts do not count as much if you’re transferring in as a junior. They will look at it but will not weight it as heavily as your college grades.
As for your GPA, you might have a decent shot. Depending on what courses you took related to your major, although there will be a number of applicants with higher GPA’s, like 3.5 and higher.
