Does having rejected an offer affect chances of transfer?/What are my chances?

I rejected an offer of admission from the college I want to transfer to(UIUC), which I explained was due to financial reasons (eg no money;;;).
However, I want to apply for transfer for the same college.
My GPA in highschool was (working from memory,) 3.7/4.3, with SAT 2280/2400(1580/1600).
However, my current GPA is around 2.9. (A, A-, 2B+, C, D)
That isn't because I went partying every night or anything, it's just that 1) the courses are crazy hard (for me), and 2) I think I shouldnt have overloaded on courses, thinking low 100 courses will be easy (taking 7 right now for a total of 27 lecture hours).
Also, I'm an international student.

Thanks for reading my question!

I think if you boost your GPA, you have a good shot. Your h.s records are good but college will count more.

University of Illinois Urbana Champaign is such a great school. Looks like you might be stuck at your current school and most say financial help is less for transfers.

Goodluck
