Do Bates differentiate between
submitters and non-submitters when deciding the financial aid package of an applicant?
Because my counselor thinks that even colleges with the test optional policy are really hesitant in giving aid to non-submitters.
No. Absolutely no difference between the financial aid packages of submitters and non-submitters.

No. Bates meets 100% of financial need for all four years. That applies whether or not you submit test scores.
They are need-aware, so they may not take you if they don’t think you can pay what they think your portion should be. If you can afford an SAT it might be worth taking in case you apply to other colleges or want to apply for additional scholarships.
