Becoming a freshman again...

Hi, guys! I have a complicated situation and maybe some of you can help. So, I am actually from Russia and I’ve been studying at the Russian University for 2 years. Then my university sent me to US by their program to work here as a TA for Russian language. After that, my university expelled me for not coming to classes!
So, I am considering studying at the university in US right now, but apparently there is a limit for credits you earned before. If you earned a special amount you cannot be freshman, only a transfer student.
So, I wanted to know if it is a law and applies to all the universities? Or is it just university’s requirement? Is there a chance for me to start over? I don’t wanna transfer:(

If you want to start over as a freshman, then you can’t transfer your credits. If you want to keep your credits, then you will have to be a transfer. You can’t transfer your 2 years of credit and not be a transfer.

^ That implies you CAN start over as a transfer. Most (all?) schools don’t give that choice. Either they consider you a freshman or they consider you a transfer student.

Right. Many schools require you to apply as a transfer student in a situation like this. You have to check with each college on their policy, though.
