My career objective are to go into international agriculture communications through the Peace Corps or UNICEF, then if I’m good enough, the UN afterwards. The equine part is more simply catering to my hobby that is still a passion I want incorporated. It matters to me. I’ve been thinking Purdue or Colorado State, but I’m open.

What is your budget? Can you go out of state, or do you need to be looking at your own in-state ag programs?
I’m transferring from instate University of Wisconsin—Madison, so there isn’t anything else in my state worth looking at. I don’t really have the budget for OOS, but I’ll figure it out.
Texas A&M has an ag comm studies program with an international ag minor, and they offer equine studies under animal science. Many opportunities to travel abroad in the ag program.
You have to consider finances first. Transfers don’t get much aid and you can only borrow ~$5500/year. How much can your parents contribute per year? It won’t do you any good to compile a list of schools if they’re unaffordable.
Since ou’re in Wisconsin and have reciprocity agreements with Minnesota, look into the excellent CFans program at UMN-TC.
