Best Midwest school for music for non-majors?

My daughter started at a highly selective liberal arts college last fall. She is not happy, largely because she had been led to believe that as a musician, but a non-music major there were lots of music opportunities for her. Instead she finds that the only orchestra is a community and college orchestra, that is actually run by the community, and that there are few, if any other opportunites to pursue her music. Plus, the school is overly quiet---not much to do on weekends.

She wants to transfer to U of Mich or Mich State or Indiana., but would consider any school in Ohio, Michigan or Illinois, or general area. Which school has the most opportunities for orchestra activities for someone who is not majoring in music?

i believe northwestern has a lot of opportunities, but i don't know personally. the transfer deadline here is also not for a few more weeks i think
