Better chances at ROCHESTER or USC?

Legacy status at USC.. but ROCHESTER has a 50% acceptance rate.

I'm confident I have good EC's, a good essay, good recommendations (from the Smithsonian and a company), and have a mediocre SAT (1930 - 690 Verbal, 670 Writing, 570 Verbal).

My GPA however is really low. Like a 2.9-3.0 Overall.
First two years of my high school record were really bad (2.9, 2.2), mainly because of moving and living in an unstable environment. Then I got a 3.6 Junior Year and back to a 2.9/3.0 Senior year (3AP's)...

?????????????????// anyone

isn't Rochester like 400 times easier than USC? Rochester was like my match safety school...

SAT score ranges are about the same I think. I saw USC's SAT score range and they even admit people with 1100 and 1200 SAT's.

I dunno about their average GPA's though. I know it's high for USC and its acceptance rate is certainly much lower. However, I have legacy status and my application strengths are my EC's, Essays, and Recommendations...
