Which school prepares students more for law school and which has a higher admittance rate from the top 20 law schools?

I don’t know the stats about either of those schools and law school acceptance rates, but law school admission is made up almost entirely of your GPA and LSAT scores. So if you maintain a high GPA and score high on the LSAT, you can go anywhere from either of those two schools.

Pick what you want to major in and go wherever is best for that major, wherever “fits” better, or wherever is best financially. A 3.9 GPA and a 170 LSAT will essentially look equal to law schools coming from either Cal or UCLA.
