Bio Sci Majors - What does "not open to entering students" mean?

Hi,
I’m currently a high school senior planning on applying to UCI this fall, and I want to major in Human Biology or another biological science. When I looked at the majors at UCI, it says, “not open to entering students” next to the biological sciences, so I am curious as to what that means.

It means you cannot select the Human Biology major as an in-coming Freshman. This is from the Bio Sci website:

The major in Human Biology is open to junior- and senior-level students only. Applications to declare the major can be made at any time, but typically in the spring of the sophomore year. Review of applications submitted at that time and selection to the major by the Human Biology Faculty Board is completed during the summer. Information can also be found at the UCI Change of Major Criteria (http://
www.changeofmajor.uci.edu) website (http://www.changeofmajor.uci.edu). Double majors within the School of Biological Sciences or with Public Health
Sciences, Biomedical Engineering: Premedical, Nursing Science, or Pharmaceutical Sciences are not permitted.

Below I pasted the pre-reqs for changing your major to Human Biology. I do have some questions about them…
I just wanted to know, is there any reason why Human Biology has such a higher GPA (3.50) as a requirement, compared to the other bio sciences?
And what does it mean where it says, “Limited to 30 new majors each year”?
Is Human Biology a lot more competitive to apply for compared to the other bio sciences?

"Students must meet BOTH requirements:
-3.50 GPA
-A quarterly GPA of 2.00 in the quarter immediately preceding the change of major.

Students must complete ALL of the following requirements:

-Completion of Bio Core through 99
-Humanities Core 1A-B-C
-Chemistry 1A-B-C-1LC-1LD
-Chemistry 51A-51B-51LB-51C-51LC

Junior-level standing (90 or more units).

Limited to 30 new majors each year.

If the eligible pool applicant pool exceeds 30, the following additional criteria will be used:

Students applying at the end of their sophomore year will be given preference over those applying late.

Applications to declare the major can be made between May 15th and August 5th of each year, with review of applications and selection to the major by the Faculty Advisory Board."

Many Pre-Professional Health science students (Pre-med especially) apply for this major so the GPA requirements are higher due to the competitive nature of this major. They also cap the amount of Biology students that can apply for transfer to 30 as stated in the requirements.

If you are interested in this major, it might be helpful to send the department an email regarding your questions. UCI does consider interest in their school as part of the admission decision.
