I am currently entering my senior year of high school and only have one safety school (BU) on my list. My GPA is a 4.0 (on the classic 4.0 scale unweighted) and I have a 1570 SAT score(800 math and 770 reading). Ideally, I would like to attend a city school with a medium to large campus population. In terms of location schools in the Northeast, upper Southeast, and Midwest would be great. What are good safety schools for me that have a solid biomedical engineering program?

Boston University is not a safety. Biomed Eng is their most selective program and they deny applicants if they sense you are using them as a safety.
I agree with @TomSrOfBoston, but I might add that nothing is a safety unless you have run the NPC and are sure that you and/or your parents are willing and able to pay for it.
For many high GPA students their safety is their in-state flagship. This may depend upon what state you are in.
I live in Connecticut. Can anyone speak to the quality of UConn’s BME? Price is not an issue.
