Blue and Gold Plan Question

When I got accepted to the UC's as a transfer student in 2013, I received info about the Blue and Gold plan. The info said that transfer students could get their tuition and fees covered for three years. I just looked into this matter again and it appears that transfer students are only offered the B&G plan for two years. Did the rules change or did I misread something? I'm receiving Cal Grant, so I currently don't qualify, but I had intended on trying to get the plan to cover my third and final year at UCI. Is there any way I could qualify for the plan during my third year? If not, do I have any other options to cover a third year's tuition? I transferred as a junior. I'm a psych major with a 3.7 gpa. I qualify for Pell Grant, but that would only take care of half the year's tuition. I'll be applying for scholarships and I know I could take out loans, but obviously I would like to avoid that if possible. In summation, can I get the Blue and Gold Plan to cover expenses for that third year and what other options might be available to me?

blue and gold is only for two years, so i don’t think you will get it to cover your third year. But if you get pell grant you will likely get a UCI grant anyways
