I plan on attending community college(SBCC) in late August, and want to register for classes. The schools website said after registering, I have a up until a week to pay for classes, at which point my register holds will be dropped. It also said it won't drop me for failure to pay if I have taken out a direct student loan. I currently cannot pay for the classes nor scrounge up any money from others, so this looks like my only option.
However I did get the Board of Governers fee waiver, and it's enough to pay for 15 units a semester. I've read that any financial aid won't get disbursed until a few days after the semester starts, but will the school still drop me if I have this waiver available to me? Or is the waiver really more of a reimbursement after I've already paid for classes myself.

Also side question, I currently live out of the area, and plan on moving closer when the term starts. However I'm really counting on financial aid to help me pay that 1st months rent and security deposit so I have time to look for a job, but as I've said I won't immediately get aid.
Should I borrow money, or maybe could i afford to waste the time to drive from home to school for the first week (a 1 hour drive), since the 1st week is probably just syllabus reading and familiarizing with the class environment.
