I want to bootcamp my Macbook Pro with Windows. Do I have to buy two versions of Microsoft Office (for OS X and Windows) if I want to access those programs? Even using the Ultimate Steal program, thats $60 x 2 = $120! I guess I could buy and instal VMWare or something, but are there any other options?

You only have to install and run Office on one OS, you don’t need it for both OS X and Windows. The only reason I can think of for doing that is so you don’t have to switch systems if you suddenly need to use Office.

you cant install an osx program on windows and vice versa.

What are you installing Windows for, exactly?

You can buy two if you want, but it really means that the windows version will only run on windows and the osx version will only run on osx
