<p>No you don't pay. My brother is in D.C. and when he calls from his cell it doesn't appear on the phone bill. Only if YOU call to Chicago or wherever do you pay.</p>
<p>when a stranger calls was soo bad...it was really predictable in the beginning...but the ending was pretty good...i thought it was...but a lot of people didnt like it...according to one of my friends, "they must have run out of money and decided to end the movie there"</p>
