I've basically heard that not going for CalSO can pose a problem because by the time I sign up for classes, people who went for CalSO and current students would have filled up a lot of the classes for the semester, which might screw me over because I might not be able to get the courses I want.

I would go, but I'm an international student so even if I went, it would be for the last few July sessions because there is no way I am spending 1k+ in airfare just to travel there for CalSO. So, is it really important such that I should sign up for the July slots, or should I just forgo it altogether?

While the most important part of CalSO is going so you can register for classes, in your case (and for the case of many other international students), it may not be wise financially to go. While it is your first semester, it’s not like you’ll not be able to sign up for enough units to qualify for a full-time student. While you may not be able to get a desirable schedule, you’ll find courses that will fulfill prerequisites and breadth and not be taking any useless courses. Perhaps sections will be at undesirable times, but after this semester (when you’ll be signing up for classes near the end of each semester), you won’t have to worry about this.

Just one more question: Will this affect my ability to take econ as a major/apply to Haas? I understand that I need to complete certain classes or have them lined up for completion when applying to Haas, so I’m just worried that not being able to get the classes I need will affect this in some way.

CalSO involves registering for first semester courses. it has nothing to do with your registration times or chances for any future semesters. Since you apply after four semesters of coursework, plenty of opportunity exists to line up everything you need.
