Cambridge International Reqs

Every UK university(UCL, ICL, Kings) that I've looked into has not required anything more than the TOEFL and an english education for 3 years or so. However, Cambridge requires that you take IELTS/CCAE/CCPE and these cost about 140€ to take and I don't have that much money to use for this purpose as I am going to use a lot for US applications and then also SAT/SATII's/TOEFL.

The question is: Do cambridge accept TOEFL or SAT scores (or some other cheaper test) as a means to measure ones English skills, or do one have to take one of the aforementioned tests to qualify for admission? (It says that they require it, but someone with experience of the admisisons might know better)

"For EU students, a high grade in English taken as part of a leaving examination (eg the European Baccalaureate, the French Baccalaureate, Abitur, etc) may be acceptable"

Maybe that can be useful?
