Can great SATs, EC, and achievements make up for average grades at the top colleges?

According to the College Board, Columbia College recently had a 6.4% admissions rate for transfer applicants. International applicants at most schools tend to have a lower than average admissions rate as well.
Your SATs are fine but not "great" in a Columbia context.
I noticed another post about needing 3 SAT Subject tests. According to the College Board, Columbia requires 2.
I think most accepted transfer students have a strong rationale for why a transfer is important to them, like not being able to study what they want at their present schools.
You won't know if you can get in unless you apply, but I wouldn't count on an acceptance.

According to the website, Columbia only requires the SATs I, no subject test for transfer.
