Can I apply as a freshman applicant even though I'm doing a year at another university?

I am a high school senior and was wondering if I could apply to as a freshman to another university whilst in my freshman year. May seem like a peculiar thing to do, but I am considering it heavily. I am an international student as well so I don’t quite grasp the credits system at university, but assuming I am willing to discard all the credits I acquired until the time of matriculation and fully disclose it, could I potentially be able to apply as a freshman even though I am in the beginning of a school year at another school?

Interesting. I don’t see why not. You could try it. At a lot of boarding high schools, students repeat 9th grade and no one bats an eye. A friend of mine said that their student got accepted to Cornell for the Spring term or the class in back of the one they had applied for, and was told to do anything they wanted in the interim, enroll at another college, work, take time off etc (sort of like a gap year, but it included study at another college). I think its possible.

Not applicable to the original question. What a college will let you do after you are accepted is not the same thing as what you can do before you apply
