Can I apply restrictive early action to Harvard as well as early decision to Amherst College at same time?

You could apply somewhere EDII, after receiving your Harvard SCEA decision.
Some schools have Single Choice Early Action(SCEA) where you cannot. HPY are such schools. You have to read the rules about this very carefully because it’s too easy to misstep. The rules also change constantly.
With SCEA, you can only apply to State schools or other rolling admissions school or EA2 , sometimes. So you can’t even apply to other general EA schools with SCEA. Again, you have to read each schools’ rules at the time you apply. Two well known schools just changed their rules as of this upcoming application season. It’s a moving target here.
For my last child, the GC even missed a rule and because of that and the fact that he neglected to check it at the original source, the school itself, he broke a rule in applying to a school. I don’t think he was the only one either because a number of kids there applied to that college too.
Agree with @cptofthehouse. For example, Harvard:
“We require that you apply only to Harvard College during the Early Action round. (See the frequently asked questions below for policy clarification…After students receive notification from Harvard’s Early Action program in mid-December, they are free to apply to any institution under any plan, including binding programs such as Early Decision II.”
