So I applied for Fall 2016 and I got accepted. However, I was not able to attend due to a medical condition I had and I did not even confirm my enrollment. Does it mean I have to reapply for Spring 2017 because I do not want to take a gap year? What are my chances to get accepted again?. My other question is can I submit my SAT and ACT scores from my previous Fall 2016 application?

I would contact the college’s admission ASAP and explain what happened, what is going on now. That you did not confirm your acceptance could be a problem. You have nothing to lose in asking.
Since you didn’t confirm, you will probably need to apply again.

Regarding SAT and ACT, you do not have to take these tests again. I think you will have to contact College Board and pay to send your scores again, same for ACT.
Now, will SF State accept you or not next time? I would not think that is a problem. You met their criteria this time, and don’t the Calif publics use a statistical formula? Admissions would have no reason to say, sorry, you had your chance.
What is the cutoff date to apply for Spring 2017? Whatever you choose I hope your medical condition is improved and you are able to proceed with college.
